Get four plastic bottle caps. The bottle caps will act as the car's axels. The ideal size is 1 inch in diameter and 4 centimeter thick.
Gather four CD's that are 4.75 inches in diameter and 2 millimeters thick.
Get a wooden stick to hold the wheels to the car. These sticks can be located at Meijer. Get the wooden stick that is one foot long and 4 millimeters thick.
Get any hot glue gun and hot glue. This will be needed to glue the axles to the wheel (bottle cap to CD's) Hot glue guns and hot glue can be found at any local craft store or a Meijer.
Get a styrofoam block, this block will act as the body of the car. Be sure to get the block that is one foot long and 4 inches wide. A styrofoam block can also be found at Meijer.
Get a balloon for the car. The Balloon should a regular sized one that must be blown up by mouth. The balloon will act as the engine of the car, as this is what powers it.
-To put the car together line up the two CD's to the long side of the styrofoam block. Leave a little bit of room in between the wheels so that the CD's do not touch.
-When the wheels are at their desired location push the wooden stick through the center of each CD and the styrofoam block, then repeat this process for the back wheels.
-Now there should be a styrofoam block with two wooden sticks through the sides of it with a loose CD on each side of the wooden stick.
-All four CD's should be on the car loosely now. Carefully slide one of the CD's off of the stick. Take one of the bottle caps and gently push a whole through the center of it with a pen or pencil. Slide the bottle cap about half of the distance left on the remaining stick. Back the CD up to the bottle cap. Now take the hot glue gun and glue the two together. Repeat this process three more times, creating every wheel.
-Let the car set with the glue for at least 48 hours.
-After the car has set it is time to put the ballon on.
-Tape down the balloon at the mouth with the mouth facing the back of the car. This will propel the car forward. Duct tape will probably work best for this.
